The honour of representing your country at a World Cup is considered the pinnacle for many footballers, but only a small percentage ever get the chance to achieve it. Indeed, some of the most famous names to play the game never got the opportunity to show off their talents at a finals.

Who will win the 2026 World Cup?

Here, we select 11 of the best players never to play in a World Cup.

Neville Southall

NEVILLE SOUTHALL (Wales)

Southall was among the greatest goalkeepers of his generation, forming a key part of the Everton side that dominated English football in the mid-1980s when he was twice nominated for the Ballon d’Or . He also played 92 matches for Wales but, with the Dragons failing to qualify for any World Cup between 1958 and 2022, none of those were on the biggest stage.

Bill Foulkes

BILL FOULKES (England)

Foulkes made almost 700 appearances for Manchester United , winning four league titles and the 1968 European Cup , but he played only one match for England . The Busby Babe , who survived the Munich air disaster, would surely have won many more caps had he played in a different era, with Billy Wright, Bobby Moore and Jack Charlton among his centre-back rivals.

Kakha Kaladze

KAKHA KALADZE (Georgia)

Georgia have never qualified for the World Cup despite boasting several world-class players down the years, including versatile defender-turned-politician Kaladze . He enjoyed trophy-laden spells with Dinamo Tbilisi and Dynamo Kiev before going on to win two Champions Leagues and Serie A during nine years at AC Milan , later becoming the Mayor of Tbilisi .

Cristian Chivu

CRISTIAN CHIVU (Romania)

Romania were a side to be feared in the 1990s , reaching at least the Round of 16 in all three World Cups during that period. However, by the time Chivu made his debut in 1999 Romania were on the wane, and they have now been absent from the World Cup finals for 28 years .

Instead, Chivu had to satisfy himself with a memorable club career, including winning an historic treble with Jose Mourinho’s Inter Milan in 2010. Chivu , a talented left-back in his playing days, is now the head coach at Inter .

George Best

GEORGE BEST (Northern Ireland)

Like many on this list, had Best played for one of football’s traditional international powerhouses he could have been a World Cup legend. Unfortunately for the Manchester United wing wizard and 1968 Ballon d’Or winner , Northern Ireland’s only three World Cup appearances came either too early or too late for Best to be involved.

Bernd Schuster

BERND SCHUSTER (West Germany)

The ‘ Blond Angel ’ starred for Barcelona and Real Madrid and finished in the top three of the Ballon d’Or voting in 1980, 1981 and 1985, but he never graced a World Cup . The midfield playmaker won Euro 1980 but only made 21 appearances in total for West Germany before abruptly retiring at the age of 24 after falling out with the German football federation, denying himself the chance to be part of the 1990 World Cup -winning squad.

Valentino Mazzola

VALENTINO MAZZOLA (Italy)

Mazzola’s name may not ring a bell with many modern fans but he was considered one of the greatest players of his era. The attacking midfielder helped Torino win the Serie A title five times in the 1940s - they have only been crowned champions once since then - and was also captain of Italy .

However, tragedy struck ahead of the 1950 World Cup when Mazzola was one of the 31 people killed in May, 1949 , when a plane carrying the all-conquering ‘Grande Torino’ team crashed into the Basilica of Superga near Turin.

Ryan Giggs

RYAN GIGGS (Wales)

Giggs won pretty much every accolade going during his 24 record-breaking years with Manchester United but the flying winger was never able to help Wales qualify for a World Cup or a European Championship . He did experience some international tournament football though, captaining Great Britain to the quarter-finals at the 2012 London Olympics .

Alfredo Di Stefano

ALFREDO DI STEFANO (Argentina/Colombia/Spain)

Di Stefano represented three countries internationally but never played at the World Cup for any of them, with red tape and injury costing him the opportunity.

The Real Madrid legend is arguably the greatest player never to grace the biggest stage, having won virtually every club and individual honour available to him, including eight Spanish league titles, five European Cups and two Ballon d’Ors .

Gunnar Nordahl

GUNNAR NORDAHL (Sweden)

Nordahl’s career takes some beating as an out-and-out goalscorer, and he remains AC Milan’s most prolific marksman of all time with 221 goals in 268 appearances. 'Il Cannoniere' (the Gunner) also claimed a slew of trophies in Italy and Sweden while winning gold at the 1948 Olympics .

Overall he scored 43 goals in 33 games for his country but, due to Sweden prohibiting professional players from representing the national team, he never featured in a World Cup and missed his country’s third-placed finish in 1950 .

George Weah

GEORGE WEAH (Liberia)

Weah terrorised defences during his playing days, scoring goals and winning trophies aplenty in Italy, France and England and he remains the only African player to be awarded the Ballon d’Or and FIFA World Player of the Year . The future Liberia president would surely have been a World Cup superstar as well but the west African minnows have never qualified for the finals.
